Why is there no option to upload documents to the "Documents" section of my carnet?

This behaviour is expected. At present, there is no option for holders or representatives to upload documents directly in the Documents section of a carnet via the ATA Carnet App or ATA Carnet Desktop.

Current situation
  • Documents can only be added at issuance, via the national issuing system (NICS) or the ATA Gateway.
  • End‑users (holders/representatives) and Customs cannot attach documents themselves to an existing carnet.
  • The Documents section is therefore read‑only for users.
Future roadmap
  • Functionality allowing holders to attach documents (e.g. signed Powers of Attorney, certificates) via the ATA Carnet App/Desktop, and
  • allowing Customs to attach documents via ATA Carnet Customs,
    is a planned improvement.
If a document needs to be part of the digital carnet, it must be provided to the issuing chamber during the application process. The chamber will then upload it so that it appears in the carnet’s Documents section and is visible to both the holder and Customs at the border.
