Does the cancellation code work for the EU two-step export procedure?

The cancellation code can be used for the final "Exit" step, but it cannot be used to cancel the initial "Export" (pre-exportation) step once it has been committed.


The EU Two-Step Process

In the European Union, the digital system provides two distinct actions for moving goods out of the territory:

  • Export: Used to complete formalities at a designated internal office, creating a "Pre-exportation" transaction.
  • Exit: Used when the goods physically leave the EU customs territory to record the final ATA Exportation.

Specific Cancellation Restrictions

While the digital ATA Carnet system generally allows for transaction cancellation to correct errors, a critical business rule applies to the EU procedure:

  • Irreversible Pre-exportation: An initial "Export" only step cannot be cancelled. This restriction aligns with traditional paper carnet logic and is designed to maintain the integrity of the transaction chain and avoid the generation of duplicate export receipts.
  • Cancellable Exit Step: The subsequent "Exit" (Exportation) step follows standard rules and can be cancelled if a mistake is identified, provided the holder provides the cancellation code and the officer agrees.

Operational Best Practice for Holders

  • Verify Before Commitment: Because the pre-exportation record is final, it is essential that holders and representatives thoroughly review all declaration details (such as the item list and weights) before the Customs officer commits the first step of the transaction.
  • Activation Lock: Once any Customs transaction (including the initial EU Export step) is committed, the carnet status automatically moves to "Activated". From this point, the carnet is locked from an issuing perspective and cannot be returned to "Draft" or amended by the Issuing Association.
  • Using the Code: For cancellable steps, the cancellation code is located directly underneath the specific transaction QR code in the Transactions tab of the ATA Carnet App or Desktop. You must provide this code to the officer to allow them to discard the committed record and initiate a new process.
