Yes. The ATA Carnet App is designed to work online at all times to ensure data integrity, real-time synchronisation, and secure communication with the central system. An active internet connection is mandatory to use nearly every core function, including:

  • Accessing the App: Logging in and authenticating your account.
  • Downloading Carnets: Adding a carnet to your digital wallet using the Carnet ID and PIN.
  • Preparing and Signing Travels: Selecting goods and itinerary details to generate declarations.
  • Generating QR Codes: Creating the specific transaction QR codes required for Customs validation.
  • Receiving Confirmations: Obtaining real-time transaction notifications once Customs has committed a movement.
  • Sharing Vouchers: Sending specific declarations or the full carnet to a representative or agent.

Operational Advice for Travelers

  • Enable Data Roaming: Ensure your mobile plan includes data roaming before travelling abroad.
  • Use Local Access: Consider using an eSIM for reliable local data access to avoid high roaming charges.
  • Prepare in Advance: It is highly recommended to prepare and sign your travel declarations while you have a stable connection (such as at your hotel or office) before arriving at the border.
  • Connection Warnings: If your phone loses its connection, the app may display a “User credentials are invalid” warning because it cannot verify your session with the server. If this occurs, reconnect to a mobile network or Wi-Fi to restore access.
