How to practice with eATA Carnets

As ICC prepares for the global digital go‑live of eATA, the priority is to ensure a clean, stable, and legally reliable production environment.

To achieve this, production is now strictly reserved for real, legally valid ATA Carnet operations only.
All practice, training, and testing activities must be performed in pre‑production.



Key principle: Practice is not permitted in production under any circumstances.

Overview of Environments

The eATA ecosystem operates with two strictly separated environments:

These environments are fully isolated and must not be mixed.


Production Rules (Mandatory)

The following rules apply to all stakeholders (NGAs, IAs, Customs):

  • No practice in production
  • No test or dummy data in production
  • No fake accounts (offices or individuals) in production
  • Production must contain only real, legally valid carnets and operations

Any testing, onboarding, demonstrations, or simulations must take place exclusively in pre‑production.


Required Action

All stakeholders must ensure that:

  • Any test or fake accounts previously created in production are removed
  • Production is used strictly for live operations

➡️ For bulk account deletion, open a support ticket and attach an Excel file listing the accounts


Training and Practice (Pre‑Production Only)

All practice activities must be conducted in pre‑production.
