When viewing transactions in ATA Carnet Core (ACO), you may notice that some transactions appear in the history but do not display a Details button or provide access to the full declaration data. This is expected behaviour.
Why does this happen?
ATA Carnet Core follows a controlled visibility model designed to reflect the traditional ATA Carnet process.
In the paper procedure:
- Chambers and guaranteeing associations normally have access to the counterfoil information.
- The complete declaration (voucher) remains under the responsibility of the Customs authority that processed the transaction.
The digital system applies a similar principle.
Which transactions provide detailed information?
Chambers and guaranteeing associations have access to detailed information for:
- Validation transactions
These transactions relate to the activation and validation of the carnet and therefore provide additional information in ATA Carnet Core.
Which transactions may appear without a Details button?
The following transaction types may appear only as summary records:
- Exportation
- Importation
- Re-exportation
- Re-importation
- Transit transactions
For these transactions, ATA Carnet Core may display only the transaction summary rather than the complete declaration details.
Is this a technical problem?
No.
If the transaction appears in the history but detailed information is unavailable, this normally reflects the system's visibility rules rather than a system defect.
Can ICC or support grant access to the missing details?
The visibility model is defined by the ATA Carnet System and is intended to align with established ATA Carnet procedures and data governance principles.
The availability of transaction details depends on the transaction type and the user's role in the system.
