Why is the “Details” button missing for some transactions in ATA Carnet Core?

In the ATA Carnet Core (ACO), chambers (NGAs/IAs) only have access to detailed information for Validation transactions. For other transaction types, such as Exportation and Importation, chambers can view the transaction in the Transaction History, which provides a summary of the movement, but they do not have access to the full declaration details. As a result, the Details button is not displayed for these transactions.

This behaviour is intentional and aligns with the paper ATA Carnet model:

  • Chambers have access to the counterfoil, which records a summary of the transaction.
  • The voucher, containing the full declaration details, remains with the Customs authority.
  • In the digital system, the Validation transaction corresponds to the green cover of the paper carnet.

Although the system technically stores the full transaction data, ACO applies this controlled visibility model to maintain consistency with established ATA Carnet procedures and support appropriate data governance.
