I made a mistake or need to change a prepared travel. What should I do?

TABLE OF CONTENTS

You can correct a prepared travel as long as Customs has not yet committed a transaction against it.

What you need to do depends on whether the travel has already been processed by Customs.

Before a Customs transaction is committed

If the travel has not yet been processed by Customs, you can edit the existing travel to correct information such as:

  • the itinerary;
  • the destination;
  • the goods selected for the travel; or
  • other declaration information.

If the travel is no longer required, you can also delete it and prepare a new travel.

Whenever possible, correct the existing travel before presenting the transaction to Customs.

After a Customs transaction is committed

Once Customs commits a transaction against a prepared travel, the travel becomes read-only. It can no longer be edited or deleted. This preserves the declaration that was signed and presented to Customs and maintains the Customs audit trail.

Transactions that lock a travel include:

  • Validation
  • Exportation
  • Export without Exit (Pre-exportation)
  • Importation
  • Re-exportation
  • Re-importation
  • Transit transactions

What if I discover a mistake after Customs has processed the transaction?

If a committed transaction contains an error that needs to be corrected, the applicable cancellation and reprocessing procedure must be followed.

A transaction can only be cancelled by Customs, with the agreement of the Customs officer and the carnet holder or representative. The holder or representative provides the cancellation code associated with the transaction, and the Customs officer enters this code in ATA Carnet Customs together with the reason for the cancellation.

After the cancellation, the holder or representative can correct the declaration as applicable and provide the new transaction code to Customs so that the transaction can be processed correctly.

Whenever possible, errors should therefore be identified and corrected while the holder or representative is still at the Customs office.

Where can I find the cancellation code?

The cancellation code is displayed with the corresponding transaction code in the ATA Carnet App or ATA Carnet Desktop. Provide this code to the Customs officer if a committed transaction needs to be cancelled.

The holder or representative cannot cancel a Customs transaction themselves. Cancellation is performed by Customs.

Why can I still see the cancelled transaction?

A cancelled transaction does not disappear from the transaction history.

The ATA Carnet System keeps a complete audit trail of Customs actions. Therefore, the history may show:

  1. the original transaction;
  2. its cancellation; and
  3. a subsequent corrected transaction.

This does not mean that the transaction was processed twice. The records show the sequence of actions performed on the carnet.

Do I always need to prepare a new travel after a cancellation?

Not necessarily.

The action required depends on what needs to be corrected. Following cancellation, the holder may be able to correct the declaration and reprocess it, while in other circumstances a new travel declaration may be required. Customs may also instruct the holder to prepare a new declaration.

What if I only selected the wrong destination?

A different destination does not automatically invalidate a prepared travel.

The ATA Carnet System validates transactions primarily according to the transaction type and the customs territory where Customs performs the transaction, rather than solely according to the destination entered when preparing the travel.

Whenever possible, however, update the travel before the first Customs transaction so that the itinerary remains accurate. Once Customs has committed a transaction, that travel can no longer be edited.

Important exception: EU Export without Exit

In the European Union two-step export procedure, the initial Export without Exit (Pre-exportation) transaction cannot be cancelled once it has been committed.

The subsequent Exit (Exportation) transaction can be cancelled following the standard cancellation procedure.

Because the Pre-exportation step cannot be cancelled, holders and representatives should carefully check the declaration before Customs commits this transaction.

In summary

No Customs transaction yet?
Edit the existing travel or delete it and prepare a corrected one.

Customs transaction already committed?
The travel is locked and cannot be edited or deleted.

Committed transaction contains an error?
Ask Customs whether the transaction should be cancelled and corrected/reprocessed.

Transaction was cancelled but is still visible?
This is normal. Cancelled transactions remain in the history as part of the audit trail.

EU Export without Exit already committed?
This specific transaction cannot be cancelled.
