Public and Restricted Content
Documentation intended for ATA Carnet Holders and Representatives is publicly available and can be accessed without signing in.
Documentation intended for Customs administrations, National Guaranteeing Associations (NGAs), Issuing Associations (IAs), and technical integrators is restricted and only visible to authorised users.
This access model helps ensure appropriate governance of operational, technical, and support documentation.
Registration Requirements
To access restricted documentation, users must create an account on the support portal using their professional or organisational email address.
Personal email addresses (for example Gmail, Yahoo, Outlook.com, etc.) may not be eligible for automatic access to restricted content.
Separate Access from Operational Systems
Access to the Knowledge Base is managed separately from access to operational ATA Carnet systems.
Having an account in systems such as the ATA Carnet Customs (ACC), ATA Carnet Core (ACO) or other ATA Carnet applications does not automatically grant access to restricted Knowledge Base articles.
If you require access to professional documentation, you must register separately through the support portal.
Domain-Based Access
For certain organisations, access may be granted automatically when a user registers with an email domain that has already been recognised and associated with an authorised organisation.
If your organisation's domain has not yet been recorded, additional validation may be required before access can be granted.
Customs Administrations
Customs administrations wishing to access Customs-specific documentation should ensure that designated users register using their official Customs email addresses.
Unable to Access Required Documentation?
If you have successfully registered but cannot view the documentation relevant to your organisation, or if your email domain is not recognised, please contact atacarnet-support@iccwbo.org or submit a ticket through the support portal.
When contacting support, please include:
- Your full name
- Organisation name
- Professional email address
- Your role (Customs, NGA, IA, Chamber, Integrator, etc.)
- A brief description of the documentation you are trying to access
The support team will review your request and assign your account to the appropriate organisation where applicable.
