The destination country selected during travel preparation is used to assist with itinerary planning and transaction code generation. It does not by itself determine where a transaction may be processed.
For example:
- A travel prepared for Norway may later be used for an Importation in the United Kingdom.
- A travel prepared mentioning one European Union Member State may still be processed in another European Union Member State because both belong to the same customs territory.
The ATA Carnet System validates transactions primarily according to the transaction type and the customs territory where Customs processes the transaction.
