When Customs cancels a transaction, the original transaction remains part of the carnet's history.
The ATA Carnet System maintains a complete audit trail of all customs actions, including cancelled transactions.
Does a cancelled transaction disappear?
No.
A cancelled transaction remains visible in the transaction history so that users and Customs authorities can understand what actions were previously performed on the carnet.
Why do I see what looks like the same transaction twice?
This often happens when:
- a transaction was committed;
- Customs later cancelled that transaction; and
- a corrected transaction was performed afterwards.
The transaction history may therefore show both the cancelled transaction and the replacement transaction.
Does a cancellation mean Customs rejected my carnet?
No.
A transaction cancellation simply means that a previously committed transaction was reversed.
The cancellation may have been performed to correct errors, amend data or allow the transaction to be processed again correctly.
Do I need to prepare a new travel after a cancellation?
In many cases, yes.
Once a committed transaction has been cancelled, Customs may instruct the holder to prepare a corrected declaration and generate new transaction codes before the movement can be processed again.
Who can cancel a transaction?
Transaction cancellations can only be performed by Customs using the cancellation procedures available to Customs officers. Holders cannot cancel customs transactions themselves.
