The ATA Carnet System validates transactions according to the customs territory and transaction type.
In general:
- Validation, Exportation and Re-importation must take place in the carnet's domestic customs territory.
- Importation and Re-exportation must take place in a foreign customs territory.
- Transit transactions may be processed in either domestic or foreign customs territories as applicable.
